📜 Obligación legal
La legislación española establece que toda persona que viva en España, sea española o extranjera, está obligada a inscribirse en el Padrón del municipio en el que resida habitualmente.
Las inscripciones padronales deben renovarse cada dos años, como norma general, o cada 5 años para los inscritos en el Registro Central de Extranjeros.

Es indispensable para obtener los permisos de residencia, la asistencia sanitaria o la inscripción escolar de los hijos, entre otras cosas.
🏛 Beneficios de la inscripción para el Ayuntamiento
Existen diversos ingresos presupuestarios (cesión de tributos) cuya cuantía se calcula según el número de habitantes inscritos en el Padrón Municipal.
En el último presupuesto aprobado para el Ayuntamiento de Orihuela, correspondiente a 2018, el 28% de los ingresos, aproximadamente, correspondía a conceptos calculados en función del número de habitantes.
El 72% restante de los ingresos no depende del número de habitantes del municipio sino de magnitudes tales como el número de viviendas (IBI, tasa de recogida de basuras, etc.),
el número de coches (impuesto sobre vehículos de tracción mecánica), el número de viviendas de nueva construcción (Impuesto sobre construcciones), etc.

Inscripción en el CENSO ELECTORAL (elecciones municipales y al Parlamento Europeo): ciudadanos de la Unión Europea, Estados Schencen y de países con acuerdo de sufragio
📄 Tienen que manifestar por escrito su voluntad de hacerlo, cumplimentando el formulario “Censo electoral de ciudadanos de la Unión Europea, no españoles, residentes en España”.
El formulario puede cumplimentarse en el momento de formalizar la inscripción en el Padrón Municipal o unos meses antes de celebrarse las elecciones (las próximas serán en Mayo de 2023).
🇬🇧 Los ciudadanos británicos, que residan en España a lo largo de un periodo ininterrumpido de 3 o más años, según el Padrón Municipal, podrán participar en las elecciones municipales.

Spanish legislation establishes that every person living in Spain, whether Spanish or from abroad, is obliged to register on the Padrón of the municipality in which he or she habitually resides. The Padrón registrations must be renewed every two years, as a general rule, or every 5 years for those registered in the Central Registry of Foreigners (As resident).

There are various budgetary revenues (shifting of taxes) whose amount is calculated according to the number of inhabitants registered in the municipal Padrón. In the last budget approved for the Orihuela town council, relating to 2018, approximately 28% of the income, corresponded to constructs calculated based on the number of inhabitants.
The remaining 72% of income does not depend on the number of inhabitants of the municipality, but on magnitudes
such as the number of housing (IBI, rubbish collection rate, etc.), the number of cars (IVTM), the number of newly built homes (construction taxes), etc.

📄 You have to express your willingness to do so in writing, filling in the "Electoral Role for European Union Citizens, Non-Spanish, Residing in Spain".
The form can be completed at the time of formalizing the registration on the municipal Padrón or a few months before elections are held (the next being in May 2023).
